Anatoly Ivanovich Lisitsyn is the governor of Yaroslavl Oblast, Russia. He became mayor in Rybinsk. He was appointed acting governor, then governor. He was elected again and re-elected. He is a member of the State Council, and was the inaugural recipient of the Russian National Olymp "Governor of the Year" award.
