Critical facilities
Structures whose functioning during an emergency is essential or whose failure would endanger many lives. May include: structures such as nuclear power plants or large dams whose failure could be catastrophic; major communication, utility, and transportation systems; involuntary or high occupancy buildings such as prisons or schools; emergency facilities such as hospitals, police and fire stations, and emergency-response facilities.
