a) A method of encoding a picture by dividing each picture into sub-pictures, performing a linear transformation on each subpicture and then quantizing and coding the resulting coefficients. b) The conversion of a signal from one domain to another, e.g., the conversion of two-dimensional picture samples into the frequency domain by means of DCT, which is used in MPEG.
