A site safety and control plan should be completed and approved by the hazardous materials officer, the hazardous materials safety officer, and the incident commander for inclusion in the incident action plan. The plan must be briefed to personnel operating within the hot zone by the hazardous materials safety officer or the hazardous materials officer prior to entry mission initiation. The initial site safety and control plan for the first operational period can be written or oral. The plan should be documented as soon as resources allow.
