For all matters related to installation in flood hazard areas, the term existingmanufacturedhomeparkorsubdivisionshall mean a home park or subdivision for which the construction of facilities for servicing the sites (including, at a minimum, the installation of utilities, the construction of streets, and either final site grading or installation of pads) was completed prior to the effective date of the initial adoption of floodplain management regulations or map by the AHJ.
