With respect to serious violations committed in the territory of the former Yugoslavia since 1991, there is concurrent jurisdiction of the International Tribunal and national courts; this concurrent jurisdiction, however, should be subject to the primacy of the International Tribunal; at any stage of the procedure, the International Tribunal may formally request the national courts to defer to the competence of the International Tribunal.
