Concept approved by NATO leaders in January 1994, under which US materiel and forces designated for NATO operations can now be made available for non-NATO activities in out-of-(NATO)area operations, such as those humanitarian relief or peacekeeping operations initiated by WEU to deal with regional instabilities and ethnic conflicts.
