In a single frame (spatial example), reducing the number of pixels per horizontal line, causes a blurring or smearing effect.
In multiple frames (temporal example), the causes become more complicated.
They may include reduction of bandwidth, degree of image movement, algorithm type, and motion prediction/compensation techniques.
