In Alaska, quota shares in the Alaskan halibut and sablefish individual fishing quota (IFQ) program that are not allowed to be subdivided when transferred. There are limits on the size of the blocked quota and on the number of blocks that an individual may own in a given area. This is intended to ensure the availability of small units of quota for purchase by new entrants.
