Dormant means 'latent one' for ex. a dormant account, an account of funds, but which is frozen at a time, or 'dormant inheritance' an inheritance, where noone has claimed it, thus in this case, Public Sector, proceeds to 'call of 'any' inheritants, and a curator of 'dormant inheritance' is assigned by state as procedural representative, of no (legal) claimants are found for a while, thus round one month, then in this case, representive called/assigned, has to accept 'task' within 15 days, to represent Public Sector in this task and all relative (legal) procedures deriving from this task, if no claimant is found, the curator gets a percentage on 'that' amount, being lawyer in this case, so that this property goes to state, in this case.
