We usually call 'drunk someone who has consumed high quantity of alcohol, and thus it's dangerous for him/her to drive car in the meantime. Alcotest, are carried out by the state police, suddenly some times, to check quantity of alcohol in body of driver. If they are found to have drunk above normal permitted amount of alcohol, then they can be led to court on that same date, and their case is usually adjudicated, through process of 'flagrant delict', and drunk drivers are usually penalized, thus can purchase their 'punishment' with a penalty, unless a car accident is caused, and for ex. someone has been killed, then it's considered as penal act, for contravening law, This kind of act, if not adjudicated for some reasons with above procedure on that same day, thus within/in 24 hours, and if not considered as penal act, due accident, fatal accident, can be prescribed after 24 hours.

I don’t actually get how this is much of a difference between the New York Times publishing this or some internet blog. Stuff such as this one must to be pushed out more to the public. I wish that citizens in America would do something like this. project portfolio management software
