It's a verb that means ''not follow exactly, as should, for ex. divert from rule of duty at a Public Authority, or just divert from law X, not follow law, correctly, (as it should be followed), divert is not the same as contravene, for ex. contravene law, is actually force, violate law, contravene duty, which means not follow at all, while 'divert means not follow exactly, in a complete way, as should.
